For years, former Vice President Dr. Stephen Kalonzo Musyoka has been at the center of a heated political debate. As he positions himself for the 2027 presidential race, his critics, led by President William Ruto and other political rivals, have repeatedly branded him a "non-performer," arguing that his more than four decades in public service produced little to show.

As Minister for Foreign Affairs, he participated in peace negotiations that contributed to the Comprehensive Peace Agreement between Sudan's government and the Sudan People's Liberation Movement (SPLM). He also took part in mediation efforts aimed at restoring stability in Somalia, helping strengthen Kenya's reputation as a regional diplomatic leader.

While serving as Minister for Education, Kalonzo officially outlawed corporal punishment in public schools through a 2001 Gazette Notice. The investigation also found that he contributed to policy frameworks that later supported the implementation of Free Primary Education under President Mwai Kibaki's administration.
Following the 2007 post-election violence, Kalonzo became Kenya's Vice President in the Grand Coalition Government. During that period, the administration restored political stability, oversaw the adoption of the 2010 Constitution, and advanced Vision 2030, which included major infrastructure projects such as the Thika Superhighway and the early planning of the LAPSSET Corridor.
The review also established that Kalonzo served as Deputy Speaker of the National Assembly during Kenya's transition to multi-party democracy, chaired legislative debates, and later became a Senior Counsel in 2020—the highest professional distinction in Kenya's legal profession. He has remained active in constitutional matters, including filing public interest cases to challenge government decisions he believes violate the Constitution.
Supporters interviewed during the investigation describe him as an experienced, scandal-free statesman whose strengths lie in diplomacy, institution building, and consensus leadership. They argue that many of his contributions were collaborative achievements that cannot be attributed to one individual alone.

However, critics maintain that despite occupying senior government offices for decades, Kalonzo failed to deliver transformative development projects directly associated with his leadership. They cite the state of infrastructure in parts of his former constituency and argue that he lacks a defining domestic legacy compared to some of his contemporaries.
